CALL FOR ENTRIES for the 4th SINGKUWENTO INTERNATIONAL FILM FESTIVAL MANILA PHILIPPINES (SIFFMP)

A few years ago, the Singkuwento International Film Festival Manila Philippines (SIFFMP) was established by MPJ Entertainment Productions and the National Commission for Culture And The Arts (NCCA) in celebration of the National Arts Month (February), showcasing and championing Philippine Cinema.

The 4th Singkuwento International Film Festival Manila Philippines is now opening its call for entries for 2019.  The objectives of the festival are to give voice to Filipinos both here and abroad, as well as to provide a channel for non-Filipinos to share their impressions of the Philippines and its people.

SUBMISSION:  From November 5, 2018 to December 10, 2018
FESTIVAL DATE:  February 15 to 22, 2019
FESTIVAL VENUE:  NCCA Theater (Leandro Locsin Theater), NCCA Building, #633 General Luna St., Intramuros, Manila

A.  ELIGIBILITY:

 1.  This film festival and competition is open to students, amateurs, and professionals.

 2.  There is no age restriction for entrants, but those under 18 years of age must provide a written consent from a parent or guardian.

 3.  In the Competition Category for this year, the Festival will select LOCAL films only, as follows:
 a.  Twenty-five (25) Short Films -- narrative shorts only (no animation and experimental)
 b.  Five (5) Full Length Narrative Films
 c.  Five (5) Short and Full Length Documentary Films

 4.  The film:
 a.  Must be completed its final cut not earlier than January 1, 2017.
 b.  Should strictly have its Metro Manila Premiere in this Festival.   It should not have joined other local film festivals in Metro Manila.  However, those which had international, regional, and school-based premieres are still eligible to join.
 c.  Must not be available anywhere online -- prior or during the festival.
 d.  Must not have previously exhibited on television.
 e.  Must not be of "promotional" in nature (e.g. films promoting tourism, charitable appeals, etc.)
 f.  Must be produced and/or directed by a Filipino citizen

B.  CATEGORIES:

1.  COMPETITION FILM CATEGORY -- Open for Local Films only:

 a.   SHORT FILMS (narrative shorts only; no animation and experimental) 
 --  Total running time -- must be minimum of 10 minutes and maximum of 20 minutes only (including opening and closing credits).  English subtitles are encouraged but not necessary.

 b.  FULL LENGTH NARRATIVE FILMS
 --  Total running time -- must be miminum of 60 minutes and maximum of 120 minutes (including opening and closing credits).  English subtitles are encouraged but not necessary.

 c.  DOCUMENTARY FILMS  (Short or Full Length Documentary):
 -- Total running time -- must be minimum of 10 minutes and maximum of 120 minutes (including opening and closing credits).  English subtitles are encouraged but not necessary.

2.   EXHIBITION FILMS CATEGORY -- Open for International or Foreign Full-Length films only

 a.  Total running time -- must be minimum of 60 minutes and maximum of 120 minutes.
 b.  May be in any language or dialect.  English subtitles are required if the dialogues are not in English.
 c.  Produced and/or directed by a Filipino or non-Filipino citizen.
 d.  Foreign films (in exhibition) may submit their entries via ONLINE.   Entrant must send the duly accomplished entry form, together with the link of the private online screener, (Ex. via Youtube with "unlisted" privacy setting, via Vimeo with private password, or other online streaming ways)
 e.  Once selected, email communication will take place between the filmmaker and the executive director of the festival (including shipping of the film material, etc.)

C.  SUBMISSION GUIDELINES -- for Competition Films:

 1.  There is no registration fee to join this film festival and competition.

 2.  Entries for both local films in competition and international films for exhibition will be accepted starting November 5, 2018 (Monday).  Deadline of submission for all categories is before 5:00 PM  (Manila Standard Time) of December 10, 2018 (Monday).  Selected entries will be notified by e-mail on or before January 10, 2019.

 3.  SIFFMP Entry Form and a copy of the film in MP4 File (using a "flash drive" carrier) must be shipped to this address -- MPJ Entertainment Productions Office, Door 5, 2nd Floor, Evacom Plaza Building, Canaynay Street corner Evacom Street, Evacom, Sucat, Paranaque City -- in a long brown envelope properly labeled with proponent’s full name, title of film entry, and contact details. 

 4.  Those who will submit their entries  will be notified of the receipt via email.

 5.  Online screeners will not be accepted.

 6.  Filmmakers may submit as many entries as they wish, provided that each entry must be accompanied by a separate entry form and required submission materials.

 7.   By submitting the film, the filmmaker declares that he/she has the right to submit it and to allow the festival to screen it in its entirety and that any copyright violation in relation to the film will be the sole responsibility of the filmmaker and is releasing the festival from any legal obligation.

 8.  All filmmakers or executive producers whose films are officially selected for screening will sign a Memorandum of Agreement with MPJ Entertainment Productions, and once signed, these entries may not be withdrawn.

 9.  Filmmakers of selected films MUST agree in allowing their films to be screened by the SIFFMP Festival from February 15 to 22, 2019 in NCCA Theater (Intramuros, Manila).

 10.  A reputable line up of Selection Committee in all categories will be invited.  During the awards night, the decision of the Board of Judges is final.

 Best Full Length Film -- trophy and P 50,000 cash
 Jury Prize -- trophy and P 20,000 cash
 Best Cultural Film -- trophy and P 20,000 cash
 Golden Philippine Eagle Special Citation Award -- trophy
 Audience Choice Award -- trophy

2.  SHORT FILM CATEGORY:
Best Short Film -- trophy and P 20,000 cash
 Jury Prize -- trophy and P 10,000 cash
 Best Cultural Film -- trophy and P 10,000 cash
 Golden Philippine Eagle Special Citation Award -- trophy
 Audience Choice Award -- trophy

 3.  DOCUMENTARY FILM CATEGORY:
 Best Documentary Film (Short or Full-Length) – trophy
 and P 20,000 cash
 Best Director -- trophy
 Golden Philippine Eagle Special Citation Award -- trophy

 ACTING AND TECHNICAL AWARDS -- one trophy each for Short Film Category and Full Length Narrative Film Category:
